It is.

No
It isn’t.
President Donald Trump has long placed trade, manufacturing, investment, and American economic power at the center of his political agenda. His broader message has emphasized the idea that the United States should remain one of the world’s most attractive places to build businesses, sell products, invest money, and create jobs.
Encouraging countries around the world to do more business with the United States could potentially bring significant benefits. Increased foreign investment can help create American jobs, expand factories, strengthen domestic supply chains, and generate additional economic activity. American companies can also benefit when overseas markets purchase more U.S.-made goods and services.
Trump’s economic philosophy, however, has also emphasized that international trade should benefit American workers rather than simply increase the total amount of commerce taking place. His administration has used tariffs and trade negotiations as tools in an effort to encourage companies to manufacture more products inside the United States and to push trading partners toward arrangements the administration considers fairer.
Supporters argue that America should use the enormous size of its economy as leverage. They believe countries that want access to American consumers should also be willing to purchase American products, invest in U.S. communities, and provide American businesses with fair access to their markets.
Critics question whether tariffs and aggressive trade negotiations can increase costs or provoke retaliation from other countries. They argue that international trade works best when governments reduce barriers and give businesses greater freedom to compete.
There is nevertheless broad recognition that international commerce remains important to the American economy. The larger disagreement concerns what rules should govern that commerce and how aggressively Washington should protect domestic industries.
If more countries want to invest in America, purchase American products, and conduct business with American companies, supporters believe that could strengthen the country’s economic position for years to come.
