President Donald Trump and his Republican allies have argued that decisions made during former President Joe Biden’s administration helped create the conditions that eventually contributed to the current confrontation with Iran.
The argument has reopened a much larger debate over which administration bears responsibility for America’s long-running tensions with Tehran.
Trump and Republicans have repeatedly criticized the Biden administration’s handling of Iran, including its approach to sanctions, diplomacy, regional security, and the Iranian nuclear program. From their perspective, policies pursued during the Biden years failed to sufficiently deter Tehran and allowed Iran and its regional allies to remain a serious threat.
Critics of Trump strongly disagree with attempts to shift responsibility backward.
They point out that Trump is the sitting president and argue that decisions made by his administration concerning military action, negotiations, sanctions, and U.S. strategy toward Iran must also be judged on their own merits. They contend that a president ultimately bears responsibility for the major foreign-policy decisions made while he is in office.
The history is more complicated than either political argument alone.
American tensions with Iran stretch back decades and have involved multiple Republican and Democratic administrations. Trump withdrew the United States from the 2015 Iran nuclear agreement during his first term and imposed a “maximum pressure” campaign against Tehran. Biden later attempted a different diplomatic approach but was unable to achieve a lasting resolution to the nuclear dispute.
Trump returned to the White House in January 2025 facing many of the same unresolved questions surrounding Iran’s nuclear ambitions, regional influence, military capabilities, and hostility toward the United States and Israel.
That makes assigning responsibility politically contentious.
Supporters of Trump may believe Biden left behind a dangerous situation that the current administration was eventually forced to confront. Trump’s opponents may argue that the current president’s own decisions played the more immediate role in determining how the confrontation developed.
Presidents routinely inherit international problems from their predecessors, but they also make decisions that can change the direction of those conflicts.
