In response to the chaos, President Trump deployed National Guard troops and federal Marines under Title 10, Section 12406 of U.S. law, declaring that Los Angeles has been “invaded and occupied by illegal aliens and criminals.”

Newsom Sues Trump, Refuses to Cooperate
Rather than support law enforcement efforts, Governor Newsom filed a lawsuit against the federal government—arguing the Guard was deployed “illegally” without his approval. It marks the first time since 1965 that federal troops have been activated without a state governor’s formal request.
