President Donald Trump has made reforming America’s social safety net a significant part of his domestic agenda, arguing that government assistance should remain available for Americans who genuinely need help while encouraging able-bodied recipients to work toward greater financial independence.
One of the most noticeable changes involves the Supplemental Nutrition Assistance Program, commonly known as SNAP or food stamps. New eligibility and work rules have contributed to a substantial decline in participation. According to reporting from the Associated Press, SNAP enrollment fell from roughly 42.2 million people in May 2025 to 36.6 million in May 2026.
Supporters of the reforms argue that welfare programs should provide a temporary safety net rather than become a permanent way of life for people who are capable of working. Republicans have also promoted work, volunteer, and education requirements as a way to strengthen programs such as Medicaid while preserving assistance for vulnerable Americans.
The Trump administration has also focused heavily on alleged fraud, waste, and abuse in federal benefit programs. In March, Trump established a federal task force charged with coordinating efforts to identify improper payments and prevent people who are not eligible from receiving taxpayer-funded benefits.
Critics see the issue differently. They warn that tighter requirements can cause eligible Americans to lose benefits because of paperwork problems, missed deadlines, or difficulty complying with administrative rules. Food-assistance advocates have also raised concerns about the potential impact on struggling families and local food banks.
