A top ally of Rep. Alexandria Ocasio-Cortez is pushing a controversial tax overhaul that critics say unfairly targets white homeowners in New York City. Zohran Mamdani, the Democratic Socialist who recently defeated former Governor Andrew Cuomo in a stunning primary upset, is proposing a sweeping property tax plan that would dramatically increase taxes in what he calls “richer and whiter” neighborhoods.
In a campaign policy memo titled “Stop the Squeeze on NYC Homeowners,” Mamdani outlines a plan to “shift the tax burden” from outer-borough homeowners to high-value properties in historically white, upper-income areas like Park Slope and Brooklyn Heights.
“The current system is deeply inequitable,” Mamdani writes. “We must shift the tax burden… to richer and whiter neighborhoods.”
His proposal would effectively raise property tax rates in majority-white communities while reducing rates in lower-income, minority neighborhoods such as Jamaica and Brownsville. The plan leverages a controversial interpretation of equity that critics say amounts to race-based taxation.

According to the NYC Department of Finance, city homes are subject to caps that limit assessed value increases to 6% per year or 20% over five years. The Republican National Committee didn’t hold back in its response.
“Zohran Mamdani, the socialist pick of the Democrat Party for New York City mayor, is openly pushing to raise taxes in predominantly white neighborhoods. This is what today’s Democrat Party stands for,” the RNC’s Research account stated on X.
Fox News contributor Joe Concha was even more blunt:
“Not only an antisemite and a communist, but now pushing a race-based tax scheme. Democrats really think this is a winning strategy?”
